Health InsuranceThe needle barely moved for health insurance coverage in Florida last year, as the state remained the third worst for the rate of uninsured residents.

According to U.S. Census Bureau data released on Tuesday, Florida had 3.85 million uninsured residents in 2013, up from 3.82 million in 2012. Because of the state's population growth, the rate of uninsured residents declined to 20 percent, from 20.1 percent.

Only Texas and Nevada had a higher rate of uninsured residents.

The Affordable Care Act's impact on the insurance rate should be felt more in the 2014 numbers. The federal government reported in May that 983,775 Floridians signed up for insurance exchange plans under ACA, although Florida officials said in August that enrollment was 762,723.

Since the Florida Legislature declined to expand Medicaid eligibility, nearly 1 million residents will not be given access to that program. That means Florida is likely to have among the highest rates of uninsured residents.

Nationally, the rate of uninsured declined to 14.5 percent in 2013, from 14.8 percent in 2012.

In another troubling sign for Florida, 7.4 percent of its children were uninsured and in families below 200 percent of the federal poverty level, meaning they could have problems paying for health care. That's much higher than the national rate of 4.6 percent.
